新增主干 push 和手动构建流水线，通过现有 BuildKit 服务构建仓库 Dockerfile，同时发布 latest 和提交标签。仓库在 Woodpecker 中已启用；流水线只构建镜像。

验证：Woodpecker lint、YAML 解析和 git diff --check 通过。外部构建镜像固定为 moby/buildkit:v0.28.1。合并构建成功后再应用 virtual-rc 的 text-mosaic 清单。
